My shifts from Time Approval aren't appearing in my schedule.

The short answer to this problem is:

Shifts from time approval don't appear in scheduling. 

That is time approval gets all of its shifts from scheduling but the schedules do not update if you add shifts in Time Approval. 

Any change you make in a schedule can be loaded into Time Approval but changes in time approval won't be loaded backwards.
